The regulation governing the Single Environmental Authorization (AUA), was definitively approved on 15 March 2013, thus implementing Article 23 of the “Semplifica Italia” law decree. The new Single Environmental Authorization replaces up to seven different procedures (for example: authorization to discharge wastewater, authorize emissions into the atmosphere, forecast noise impact documentation, etc.).

The AUA procedure applies to all companies not subject to Integrated Environmental Authorization (AIA) and environmental impact assessment (EIA), which need to obtain at least one of the following titles:

authorization for wastewater discharges;
preventive communication for the agronomic use of livestock manure, of the vegetation water of oil mills and of waste water coming from the companies provided therein;
authorization for emissions into the atmosphere;
general authorization for emissions into the atmosphere;
forecast documentation of noise impact;
authorization to use sludge deriving from the purification process in agriculture;
communications regarding waste pursuant to articles 215 and 216 of the legislative decree 3 April 2006, no. 152.
